At least they're talking about putting a bigger carrot on the end of the stick. The Marines are, apparently, just strengthening the stick. From a recent MARADMIN:

"3.c. FY18 USMC Captain Continuation Board. The board will consider captains who possess over 15 years of active service but less than 18 years of active service on the day prescribed for removal from active duty, Who have twice failed selection for promotion to major and who, as a result of not being selected for promotion, are subject to involuntary discharge. The continuation board will evaluate the overall performance of each officer under consideration and is authorized to select up to 100 percent and not less than 95 percent for continuation. The officers selected for continuation will be continued on active duty until retirement eligible (20 years active service). In addition, the board will select for continuation for a period of 36 months up to 100 percent of captains in the primary MOS 75XX field, who on the date of mandatory discharge will have less than 15 years of active service, who are deemed by a majority of the members of the board to be fully qualified for continuation and who are best qualified for continuation based on the best interests of the Marine Corps."

Get passed over twice for promotion, no biggie! Hang around until year 15-18 and then get the boot!
