One thing that a flow does is provides constant movement. There are always a certain number of senior pilots that are leaving each month. That allows more junior people to upgrade and take their spots. It also opens up training and check airmen positions. This benefits everyone on the list, even the newest hire.
Until said flow is constricted (stopped) for operational need as provided for in AAG's regional contracts. Then, tied up in arbitration for years on end, with effectively zero flows.
Not like it's happened several times before.........Oh....wait......
