Stroudsburg is in Monroe County, which has extremely high property taxes. There are tons of foreclosed houses up that way but they can't sell them even at half their value because the property taxes are so high (around $20,000 / year on a $500,000 house).
Pennsylvania property taxes are set by each local school district so they will vary dramatically between each locality. It's definitely something you need to look at when shopping for houses here.
