Pay rates don't start until the 15th. Unless missing something but this is what it says in the contract, it does say BY so I guess they could start sooner:
"The Reserve Bid Line Minimum Guarantee and Pay Rate changes referenced in subsection 3.C. and subsection 3.CC., respectively, shall be implemented by 15 August 2016."
The half guaruntee you get on the 15th of each months pay check is for the first half of every month. So the inplimintation of the pay rates on the 15th of August pay check means you are paid the first half of August at the new pay rate. Thus our new pay rate starts on August first.
