Keep in mind that not all those will take the first upgrade. I large percentage wait until they have a better schedule, or their base has openings. This means they get skipped, and the next junior guy gets to upgrade. We probably have a few hundred FO's that can hold captain positions, but choose not to.

I just counted, out of curiosity.
Amazingly enough there are
588 FOs (give or take 10 or 20) who are more senior than the most junior CA just awarded. Given that we only have about 2000 FOs, that is a pretty large percentage.
Tells you something about life on reserve, or life commuting, or life commuting to reserve that nearly 600 pilots have bypassed upgrade to be able to hold a schedule they want in their home base.
