Different 141 schools can have different rules on that.
Generally you can apply some total time as determined by the school (max 25% for 61 to 141), and the school will need to evaluate your flying skills and aeronautical knowledge in order to determine how much credit to grant.
141 does not prohibit skipping parts of the syllabus, if the school determines your skill is sufficient.
If a certain school (like Wink's) doesn't want to give you reasonable credit, you can always shop around although any 141 school will most likely charge you for the flight evaluation.
