Absolutely this. We were operating within the 117 rules, the company refused to play ball and formulate a reserve system by negotiation, instead they elected to unilaterally impose their system. They dragged their feet. Worked great for them, sucks for the rest of us. Don't blame the pilots for trying to negotiate a deal that the company couldn't poke full of holes like they usually want. They had plenty of time to adjust operations in expectation of the approaching rule changes but instead elected to do nothing and leave the pilots to suffer the consequences.
