That's because such a large percentage of the ACS employees are "Seasonal" employees and are limited to the number of hours they can work and have very little training. Their "cheap" scheme backfires when they need help the most.
And the same thing happens during every IROP for us as pilots, as well. Minimum staff to man the scheds/tracking phones means long waits for you. That's what the backpacks are for I suppose.
