I don't think that's the normal routine for many people.
Regardless, they ought to be scheduling what they intend to do. This is no longer an anomaly, it's the norm. Wonder what the reasoning is for not scheduling how you intend it to go, on a large scale. And if it's because some pairings would be illegal or pay more....no, it's not worth ignoring just because you have the choice to push early or not.
