8-F-3 addresses cancellation of vacancy awards. Not clear if they can cancel an award for just one BES without cancelling the whole thing. I'm guessing at this point someone with a 1611V award is already scheduled for an early Sept. training date (14 day notice required).
The company could have displaced before the 1611V was awarded and that would of prevented the mess that is coming. You would think with 75 787 displacements and 50 vacancies on the 777 in IAH you could forecast how it would play out.
I think I cracked the code,
1. Flight ops, training, staffing, and marketing meet twice a year.
2. None of these departments have the others phone numbers,and are not allowed to email anyone outside their department.
3. There are separate offices that manage vacancies and displacements, and they have equal power.
4. There must be a bonus for the department that can generate the most training cycles and/or paid moves.
5. Management has a mandate to perform all vacancies first and then all displacements.
