Look at BH's update on the forums. They are making it sound like they will not pay relocation in hopes that people will voluntarily transfer out. If you do that, they don't have to pay relocation. As it stands right now, they have agreed to pay relocation for 2 pilots. So you're right. If there are only 2 pilots left when they shut down IAH, then every pilots that is forced out will get paid.
