The eight hours behind the door was never a 121 or 117 issue. Years ago we often got very reduced rest layovers at the smaller out stations. The FAR's allowed for very short reduced rest and it was compounded by changing the report time to 30 minutes prior by crew Skeds. Based on pilot input we negotiated and got 8 hours behind the door as a contractual item. I used it often.
Like any work rule change however there is always a flip side. Pilots started losing duty credit from the company leaving you on duty for credit purposes over the rest and the company started building far more 30 hour plus layovers to avoid the whole issue. This led some pilots to not like the rule. Everyone has a opinion.
The good news is our minimum rest periods are much improved and I have never had any pushback from the company after setting a later report time than they wanted.
