Usage: It was very gullible of people to believe Obamacare would be anything but a (intentional) massive failure, much the same as people believing publicly-funded scientific consensus means anything concrete, or believing the communist Chinese government will hold up their side of an agreement (see: Iranian Nuclear Deal).
