Not necessarily true. (I assume you are talking about if you have a membership) If you are talking about sitting in Delta One, you are correct, and it also has to be an international flight. I have gotten in just by telling them that I am commuting home and that I have the jumpseat. It depends on who's working the desk. T4 at JFK are more sticklers than any place I have been.
