Doesn't mean people won't add once they know they can hold a line, almost everyone I fly with is a commuter, like you said there's a ton of reserve in ORD (Tracy said it'll even out soon ) , do you think they would sit reserve or instead commute a little further (if any) to hold a line? Upgrade is at a year and a half, I fly with FOs that have been a year on the 175 and only have 200-300 turbine, they know they need to get out and fly.
