Two weeks is an eternity when making specific flight plans as a non-rev. Yes that is what it means, it seems on certain routes there are a lot of no-shows/misconnects etc.
The fact that there are 23 unsold seats two weeks out is a good start though (especially with 19 more in Biz unsold).
