SEA/PDX are the most junior bases in general for the 175. ORD is quickly becoming a senior 175 base.
With the amount of growth the 175 is going to have on the west coast, I'd recommend going 175 if a west coast base is what you're looking to attain.
If you want mid west basing, the CRJ is your best bet.
