Give me a break. Your logic doesn't make sense. Just because American does it doesn't mean Delta will. When has that ever happened? Quite the contrary actually. How many wholly owned carriers does American have? How many does Delta have? (Delta owns 9E because they
had to to save their feed and bring 9E out of bankruptcy). How many flow programs does American have? How many does Delta have?
Point is, both airlines treat their regionals very differently. There's zero comparison.
