You are correct.
Pilots can be so dumb. Sure there are extra costs involved with multiple mgmt offices, but it's worth every penny to be able to whipsaw everyone into submission. Unions are the real enemy to mgmt, and unions aren't worth much when mgmt can contract out to the lowest bidder.
