The flow allows them to keep you in your seat at the regionals. The number they flow fluctuates on how bad they need you to stay because of people leaving or getting hired elsewhere. The increased amount of retirements or people leaving mainline does not mean they will flow more. I can assure you there is not a shortage of applicants to fill that void. If they still need people to fill the seats or are growing at their regionals, then the flow number will remain low.
