With XJTs contract you have two preferences on reserve 'will fly' (call me first) and 'no preference' and they have an 'aggressive pickup window' where a reserve can call and pick up trips in open time. If you worked for XJT, then you would know that the average for a person sitting on reserve is around 73 hours. Some months you break guarantee and some months you won't.
The work rules that you quoted are for L-XJT. The 'will fly' normally means you will sit "arc" airport standby. The aggressive pickup window is a great thing in the contract as long as a line holder does not take the trip away from you. The aggressive pickup window is also the left over 14 hour 4 day trips that are left over in open time and no line holder wants.
I would plan on making 75 hours a month and not one penny more for a couple of years (our new hires are on reserve for a very long time).
