This is effectively what is happening today. Some of the guys in the top 20% can and are already bidding down to whatever is permissible in every base.
The proposal floated was a little more differentiated as it was supposed to create some part-time perma reserve.
The bigger issue with that is that it creates a C-scale to our already existing regional B-scale.
In addition, it would be a change to the current model and with it comes all sorts of unpredictability. Given Inc's history of exploiting loop holes nobody is willing to make a major bet on this idea that potentially serves only a small segment but could have some undetermined downside.
Regardless, I don't see part-time anywhere in the future ....
