This is effectively what is happening today. Some of the guys in the top 20% can and are already bidding down to whatever is permissible in every base.
I dunno, from the guys I talk to, you have to be in the top 5-10% to ever have "Waive Minimum Default Credit" be awarded. I fly with a CA who bids 8% and he says he always bids that and bids a low TLCR, but almost never gets it.
I also fly with the #2 CA in base (top 3%) and he only sometimes gets it...
It's like the magical mysterious medieval griffin. It's only slightly more real than this legendary fantasy called 'Drop Trip into Open Time' that I've heard of.
