Training could always be outsourced if needed. There are sims in DEN/MIA with certified instructors and it could be made available for the right price I'd imagine. If podunk regional airlines can grow 100% year over year when they get a big order (like Compass and Mesa did last year) then Allegiant can. Even cheapo Mesa has often sent new hires to Copenhagen to get things done.
They are currently in the process of cross training all Airbus check airmen to be sim instructors/PC checkairmen as well. They have a plan.
