I think the picketing rules fall to the "terminal manager":
"B. All promotional activities, with the exception of concession promotions and
advertising contracts will be of limited duration and will be subject to the
discretion of the Terminal Manager. Such promotional activities will be permitted
only where they do not interfere with the normal operation of the terminal
building."
