True, but there are circumstances where the acting PIC (not just sole manipulator) is receiving dual instruction. Such a case would be an aircraft owner receiving dual instruction from a CFI for the purposes of a Flight Review. I would imagine in most cases the aircraft owner would choose to act as PIC but also log the dual received. In this case he can legitimately log the time in both columns (even on an airline application).

Also, "sole manipulator" most definitely applies to Part 121 operations as it relates to the FARs. It is only a an airline application requirement that precludes it from being counted as PIC.
