Excellent point, but the
US treaty to start that facility was signed in 1976.....during the Ford administration which was followed by Regan, and a few Bush administrations. 40 years and multiple changes in the White House and not one administration has canceled that treaty. Why do you think that is?
We'd get a much better return on tax dollars by building a border wall, or maybe rounding up millions of people for deportation, huh?. That sounds like a solid return on our taxed money. Customs and Border Patrol's budget is 13.6 Billion annually, the UAE pre clearance facility is a drop in the bucket. Like illegal drugs, if the US was an unproductive market foreign entities wouldn't go to such effort to get the drugs over the border. Similarly, the UAE is the funnel cheap textiles headed to the US from the region. Are you really will to go without your $19 skinny Chinos from the GAP? I didn't think so. Sometimes we're our own worst enemy.
Anyway, ALPA DID object to the pre-clearance facility in UAE.
