The FAA Administrator (former ALPA chief) appointed by Obama brought us FAR117. TSA admin appointed by Obama brought us KCM. On the pensions, the PBGC directors had nothing to do with termination. That was decided by the man in the black dress. PBGC had/has no choice in the matter - PBGC is essentially insurance in case a pension is terminated.
FAR117 was not born from the FAA administrator; several regional crashes were the root cause.
