The mediator offers suggestions, but that's it. She will decide if an impasse has been met and the call for a cooling off period. If nobody gives after that, then we will be released for self help.
The mediator can only recommend to the NMB to release both parties. She doesn't make the decision for release. The NMB can choose to not take the recommendation. It has happened.
