The way I interpret the vague 117 rules is that the only reason you don't extend is if you are fatigued. Yes it is your discretion but the decision is whether your are fatigued or not. So you have been leaving 170 people stranded in the hotel because you want to strategically save your extension just in case you need one later in the week before your day off even though you aren't fatigued? The odds of needing 2 extensions in the same week is rare anyways. I've only had 2 total extensions come up since 117 went into effect.
