Asked & answered at the ATL Roadshow yesterday: No.

Actually, the way the question was phrased was if someone currently under a seat lock could take advantage of the shorter seat locks for certain (shorter curricula) training courses--but it applies either way.

To generalize the answer, the only things that are retroactive are pay (to 1 Jan 16) and the SL look back (to 1 Jun 15) for the 50 hours / year usage for future verification requirements (*not* the 100 hours / year for current year--that will start DOS).
