Don't set him and his wife to be for disappointments and headaches. We don't even know who the CP Ian going to be in ORD next July but we do know that staffing is likely to be tight and currently is very hard to get those things you advertise.
I won't disagree with much of what you said but never did I say he'd likely be a line holder...I said he'd be bottom line holder at best most likely reserve. Even still I am POSITIVE the CP office will work with individuals in these types of cases to swap, drop, PO, PVD, whatever to make it to your own wedding. The only caveat to that would be if him or others are constantly trying to scam scheduling or the CP office and make a bad name for themselves, then in that case you won't get any help.
But you're right with the unknown of the CP and how we're all but certain staffing will be tight but rsv or lineholder, as long as him (or others) attempt bid to get it off, attempt trades, and if all else fails contact the powers that be with plenty of notice they will ABSOLUTELY work with people for events like a wedding for your own self to have off.
