The flow rates you seek are listed in the APC profile for each airline. The numbers vary at each airline due to a number of factors.

Taking straight contractual flow numbers (no outside attrition or growth) Envoy is the fastest flow to AA. PDT will catch up if they can grow and PSA will need to negotiate for more numbers if they want to catch up.

As for standards at the WO, they don't hire all applicants. However, if someone has something on their record that worries them about moving on to mainline, a flow is a really nice insurance policy. Just make sure you are honest about your past and be able to answer questions about it.
