No this is being misunderstood. What he was saying is that those in the 3-7 year bracket may see a slight pay cut WITH THE BONUS INCLUDED in pay rates. So for example a 4 year captain may only get an $18-20 an hour raise when the bonus is incorporated into pay, whereas a 12 year captain may see a $25 an hour raise, hence The "smoothing".

The bottom line is that in this negotiating environment no one is going to see too drastic of a pay cut from what they are making now with base wages + bonus.

The sky is not falling folks.
