More than that, it's just not a sustainable model. You can't grow your regional at that pace indefinitely. Even if there was more flying to be bid for, we could not staff it. The only thing to drive upgrades now is attrition, and that's not a compelling pitch for a new hire, particularly if there are similar (or quicker) upgrades at better paying regionals. And yes, as you've said, upgrades aren't everything and some will instead go where they can simply make $58k first year and call it good.
