Thank you all for the feedback. Pop-up ads should not have been running on mobile, and our team has now deactivated pop-up ads on mobile phones and tablets.

As for the desktop experience, pop-up ads will run for the rest of this month (November) and February 2017 due to contractual obligations, as we previously mentioned here. After that, pop-up ads will no longer run on APC.
