Choose the "Set Condition" tab, then button select the "Minimum Credit" button. If it is still available at your seniority level, it will try to build you a line from the ALV down to the min LCW number.

Keep in mind the the average of all awarded lines is, by definition, the ALV, so it follows that no more than half of the awards can be in the lower half of the LCW or the higher half. (I know this is a slight over-simplification, but you get the idea)
