12.D.3 says all vacancies will be awarded in seniority order. (I.e. a base decides it would like to add a bunch of airbuses)
The total amount of positions (FO and Captain) in AVL will be put out to bid to all pilots. If no one senior to the people that are currently in AVL on the MD80 decide to bid it, then the MD80 crews currently there can be awarded the bus bid there.
If someone senior wants the bus in AVL, and all the slots are filled by the time the current AVL MD80 guys' bids are reached (done in seniority order), then yes, they will be displaced, but they are not automatically displaced.
It basically means that if no one else senior wants to go there and fly the bus, the current MD80 guys will get to stay in AVL. That being said, I have heard several senior people say they are thinking about bidding AVL when it goes to the bus.
