More like a certainty, although that pesky little STV thingy will offset this initially. But when they hire, they'll put new hires where the vacancies exist. Buddy, there will be plenty of vacancies in the HKG and CDG right seats. Paying your dues here used to mean the Boeing panel. The next generation of new hires at FedEx will be paying their dues overseas.
Anyway, I believe the accepted "official" dialect of Chinese spoken in Hong Kong is Cantonese.
