In theory, yes regional FO time would fit the definition of SIC while acting as PIC under the supervision of the Part 1 PIC. What I wonder is, how in the hell are you going to document that as qualifying time to the DPE? Honor system I suppose. It's not like your airline kept track of who was PF for what leg.
If that's required I would think any time logged with a landing would be easy to tally and use.
