Actually it was costing a significant penny, they were having 15+ on the E75 per class but could only handle 6 per class, some got sent home for 2 to 4 months awaiting training and were receiving pay and benefits during the time.
Giving people a choice of base cost the company nothing. This is completely different than hiring pace.
