Yes. REALLY...!! Quoting the article you cited...

"JetBlue requires those booking a flight to Cuba online to tick a box that confirms that their travel falls into one of the categories of travel authorized by the United States."

That's also how the other major carriers do it. However, I believe Silver requires travelers to call in for Cuba reservations.made it so simple.
