Current awarded upgrade is a April 2011 hire, he starts training next month. There is a new bid that gets run today with around 100 CA vacancies which should push junior upgrade to late 2011. General trend is upgrade time is decreasing and should continue to do so throughout the year. Might go under three years before 2017 is over if they upgrade as many as they said they would. With that being said, predicting upgrade time at date of hire is more art than science and has a lot of variables.
