If your going to argue this, don't argue with yourself.
If 10% of a region is a certain race or gender, but 1% of the APPLICANTS are of that race or gender, hiring 100% of them would still leave you short of the suggested targets. Therein lies the problem.
I don't care one way or the other, but your argument is disingenuous.
