I would only count hours that were logged under an IFR flight plan. If you filed VFR while IFR certified, I wouldn't count the VFR hours.
Who actually tracks IMC time. The military doesn't. FedEx doesn't. I've never seen anyone actually write down the time that they entered and exited the clouds, not even when I flew with the guy wearing the kimono.
