Who cares if you know how to file a flight plan?

There is a space in pilot log books for Actual IFR time...and simulated IFR time(foggles)
IFR = Instrument Flight Rules
IMC = Instrument Meteorological Conditions
VFR = Visual Flight Rules

If you are IFR and see a non-hazardous cloud, do you climb or turn without notifying the controller, or do you usually fly though it?

If you are VFR, are you allowed to fly through it?
