If PCS allows it, you are good to go. There is a long list of rules that PCS follows though. Don't expect to use a one day PD in the middle of a 5 day block. You still have to meet the min days on, max off day groupings, etc rules.
I'm not 100% on this, but I'm pretty sure you can break reserve award rules when using PD/PB. I know you can APD and break reserve award rules since I've done it. What you can't do is move XX days which break the reserve rules as I've tried to do this as well and failed
