Day 1: 8 hrs block (above the min of 5, so credit 8)
Day 2: 0 flying. 5 hour MIN CALENDAR DAY
Day 3: 8 hrs block (same situation as day 1)
So 8+5+8=21.
With min calendar day each day will credit at least the minimum. So a 2 day with 9 hours block day 1 and 1 hour block day 2 would pay 14.
You're confusing it with average calendar day. In the first example avg calendar day would pay 16 (assuming avg calendar day of 5). In the second example it would pay 10.
