Newsflash. Things are working and working very, very well. Ignore his flow diatribe. The flow is contractual and is absolutely not going to stop.
I agree with you that at least for quite a while the flow will likely not stop. But the reason isn't because "it's contractual." The contract is only a recommendation to management, a slight hassle that is overlooked when its inconvenience outweighs the minor inconvenience of dealing with a grievance. The source for that claim is the very long list of grievances we continue to file as a pilot group.
The reason the flow will likely continue for a while is because it is a recruiting tool, and it gives management some control over the otherwise unpredictable rate of attrition, allowing them to make more definite staffing models.
