Yes. It is possible to get hired with no 121 time. Obviously, the majority have 121 time because the well of 121 pilots is much larger to draw from, but 135/91k/91 pilots are well represented.
I can't speak to the efficacy of a meet and greet, but applying online with less than 3,000 TT will not get you anywhere but an auto reject. People have been hired with less than that, but internal recs job fairs, etc were involved.
